What company registration actually costs in Tbilisi

Split the bill in two. The state charges a modest fee at the Public Service Hall, roughly 250 GEL for standard LLC registration and around 450 GEL if you want it the same day. Individual Entrepreneur registration is cheaper again, usually 60 to 85 GEL. Those figures are the floor, and no agent can undercut them.

The second number is the service fee, and it varies by a factor of two. Published LLC packages in Tbilisi run from about 750 GEL to 1,500 GEL plus VAT. Remote, euro-priced packages aimed at founders abroad sit around 800 to 1,250 EUR because they absorb the apostille and courier work. A legal address, which you need if you do not own or rent Georgian property, is a separate line at roughly 350 to 390 GEL a year. Treat all of this as an observed range in mid 2026, not a quote.

How to choose

Ask what the fee actually includes

The useful question is not "how much" but "what happens after the registry entry". A complete package covers charter drafting, the registry filing, the Revenue Service portal setup, the tax status election, and accompaniment to the bank. A cheap package covers the filing and nothing else, and you find out in week three.

Match the firm to the entity

A solo consultant registering as an Individual Entrepreneur does not need a Legal 500 firm. A foreign parent setting up a Georgian subsidiary should not use a 750 GEL package agent. Three of the firms above specialise in one-person setups, three carry ongoing accounting well, and one is genuinely built for investors with lawyers on the other side of the table.

Test the English

Georgian tax rules are not hard, but they are specific. Send one written question before you pay, something like whether your income qualifies for small business status. A clear answer in two paragraphs tells you more than any brochure.

Red flags

  • A price that only appears after a paid consultation.
  • Quoting the government fee as if it were the total.
  • Guaranteeing a bank account. The bank decides, not the agent.
  • No clear answer on who supplies the legal address, or for how long.
  • Pushing Virtual Zone or Free Zone status before asking what you sell.

When you do not need to pay for this

If you already live in Tbilisi, speak or have Georgian-speaking help, have an address you can register at, and are happy with the standard state charter, you can register an Individual Entrepreneur yourself in a morning for under 100 GEL. The Public Service Hall is efficient and the staff are used to foreigners.

Pay for help when any of these are true: you are outside Georgia, you have more than one shareholder, you need a business bank account quickly, or your tax treatment is not obvious. In those cases the fee buys sequencing, and sequencing is what saves the weeks.
