What an app costs in Tbilisi
The agencies here that publish rates split into two clear bands. General web and mobile shops quote 25 to 49 USD an hour. Mobile specialists and design-led studios quote 50 to 99 USD. Stated project minimums run from roughly 5,000 USD at the small end to 50,000 USD at firms that only take funded product work, with 10,000 to 25,000 USD as the usual floor.
Translated into projects, a single-platform app with a login, a handful of screens and one integration typically lands around 12,000 to 30,000 USD. A cross-platform consumer app with payments, push notifications and a real backend runs higher. Anything touching Georgian banking rails, KYC or regulated health data goes higher again and takes longer, mostly because you are waiting on third parties. These are bands, not quotes.
How to choose
Start with what the app actually does
If it is a content or booking app, cross-platform is almost certainly right and you should be shopping in the lower rate band. If it depends on the camera, Bluetooth, background location or a platform payment framework, you want a team that writes Swift and Kotlin and will say so on the record.
Check how much of their work is mobile
Several strong Tbilisi agencies do excellent web work and treat mobile as a side line. Clutch publishes each firm's service breakdown as a percentage, which is the fastest honest check available. A shop where mobile is 10% of revenue can still build your app, but you will not be their priority when a store rejection lands.
Get the store accounts in your name
Apple Developer and Google Play accounts should be registered to you, with the agency added as a collaborator. This is a five-minute decision at the start and a month of pain later if you get it wrong.
Red flags
- No named engineer. If you cannot speak to the person writing the code before signing, you are buying an account manager.
- A quote without a scope document. Fixed prices attached to a one-paragraph brief always get renegotiated in month two.
- Publishing under their own developer account. Your app then lives inside someone else's business.
- No maintenance line in the proposal. iOS and Android force annual work whether your app changes or not.

When you do not need to pay for this
If what you actually need is a mobile-friendly booking page, a menu, or a schedule, you need a responsive website and not an app. Nobody downloads something they will open twice a year, and a decent web build costs a fraction of the numbers above. The same goes for a first test of an idea: a landing page and a payment link will tell you more about demand than a 20,000 USD build will.
Pay for a real app when you need offline use, push notifications people will actually accept, hardware access, or a repeat-use habit you can measure.
